death, and it was not in the newspapers. and it does happen three days ago. he is one of our citizens. he is one of our neighbors. it is is sad story, but it is a reality. we, as citizens, cannot depend on, i do not think of a city hall. i think we are here to meet you, to meet halfway. with that, we're going to move on to the two minutes. i am going to take questions, and you can either spend two minutes speaking or you can have a minute to speak and address a comment to anyone up here. so now is your time. i have four questions -- packets of four. thank you, whoever is doing this for me. four questions. do i know which of district this
8:01 pm
is from? when you come up, if you can mention your district, that would be great. the first one up is kirk larsen. >> thank you, mayor, supervisors, and elected officials for coming out here. i am a resident of district two. i also work for a dish, delivering innovation in support of housing. we manage six buildings of supportive housing for homeless individuals through the department of public health's direct access to housing program. and to take the supervisors and mayor's comments earlier to heart and think about priorities and investment, i am here to ask
8:02 pm
that the city consider very carefully making a historic and significant step backwards from investment in a supportive housing, which is a proven solution to homelessness, a solution that this city pioneered and has made progress on for many years. right now there are 109 units at two of the buildings that we manage better proposed to be cut, and those are going to be taking 109 units of supportive housing off the market. so that is an investment that the city has already made for many years, the buildings have been going on for 10 to 15 years. all those investments and renovations and making the buildings nice for the tenants are going to be lost. and i believe it will cost the city more to leave 109 people who would otherwise be housed next year on the streets. our tenants are not going to be -- they are going to be transferred, but they will be transferred into units that could be used for people that are on the streets now and costing the city tries as much as with the would cost if they
8:03 pm
were in the proven solution that we have pioneered in san francisco of permanent supportive housing. i would ask that as we think about all of our priorities and where we want to invest, that you carefully consider this a very specific proposal that has been made and that we continue to make in this city and investment in the proven solutions to ending homelessness through supportive housing. thank you. >> ok. i am going to ask you to come up in groups of four. in this case, just three. jan bloom, john from district two. and terrance from district 3. >> did the evening. my name is jan, president of district 3. i have a question for you. we have heard about how many needs we have and how little
8:04 pm
money we have and how much less money we will have in two years, maybe even four years. i would like to challenge you to began an open discussion on how we can increase revenues for the city. this is a subject that does not come up. it is a difficult subject. no one likes it, but we needed the money. thank you. [applause] d!?g:::::::÷7&>> i am terence f. i would like to know when the willie brown model will be installed on polk street, north of broadway?
8:05 pm
>> the question, could you repeat the question? >> i would like to know when the willie brown model of newspaper racks are going to be installed on polk street, north of california? >> what is it? >> fancy new newspaper racks, the green ones. >> i think mayor lee and i share the desire of many neighborhoods to get more of these racks. i would like to turn it over to mohammed nuru from dpw over whether you know the timing for this section of polk street? >> thank you, good evening. as you know, we just finished
8:06 pm
installing all the racks in the downtown area. that was an agreement. gradually, we are working out agreements with the various neighborhoods. i cannot give a definite time, but i would say in the next three months or so we should have those up. [applause] >> is john here? i will give you the question. why are you putting through only 10 lateral police officers and 50 entry-level officers this fiscal year? 50 lateral officers better on the list would be more cost- effective. this is a question regarding public safety. and i think it goes to you, chief suhr. >> so the reason only one class
8:07 pm
is because the fiscal year ends on june 30, so that is the quickest we can get a class in. the reason that it is 10 and 50 is that was the makeup of what was left off the last collateral was, coupled with the officers off of the new list. a list that still has about 1500 people being backgrounded for entry into hopefully will be more than one class next fiscal year. >> thank you. can i have the next four people come up, please? maylene wong, ferrardo ramos, larry jon, and winnie. >> good evening, everyone.
8:08 pm
i am from self help for the elderly. first of all, thank you, mr. mayor, supervisor farrell, and supervisor david chiu for providing this opportunity to hear our voice. sekula, thank you to the mayor's office and the board of supervisors for your profound division and wise decision to provide funding to workforce development in the high tech field, health care field, and youth programs. but, please, do not forget to provide funding to workforce development in some very basic vocational skills. skills training, such as housekeeping, gardening, a culinary, and other hospitality programs for those very limited english proficiency immigrants. please do not forget to provide funding to vocational skill
8:09 pm
training to seniors who are the most reliable work force in this society. let's work together to help those limited-english proficiency new immigrants live a happy and healthy life in america. let's work together to help seniors retain their dignity in this community. let's work together to make this community a better place to live. thank you for your consternation. most important, thank you for your actions. [applause] >> good evening, everyone. i am the client service director at the san francisco aids foundation. i am concerned about the proposed budget cuts for subsidized hiv housing. there is a proposal to cut $300,000 for hiv housing. and that will impact four
8:10 pm
different programs, primarily the program run by the san francisco aids foundation. we subsidized housing for up to 400 clients to live with very low income, getting -- for them, it means a 5% increase to their portion of the rent. that'll be $23 to $105 each person. for us, this cut will mean a lot. movies, a nice dinner. for our clients, it means three days for groceries. that does not include the cuts they're getting through ssi, increases of medication costs, and other expenses that they have. please, reconsider. do not implement the proposed
8:11 pm
budget cut for this hiv housing. thank you. [applause] >> good evening, mayor, supervisors, farrell, and this ty officials. it is an honor to be able to stand here and speak on behalf of the chinatown link care center. it is operated in partnership with charity and cultural services. a nonprofit agency with over 35 years of experience delivering for programs for people with limited english proficiency. i am here because not all of our job seekers could be here today to speak about their needs. we have been operational since july of 2010. since then we have seen thousands of people come into our center because they need help. they need to put food on the
8:12 pm
table and pay rent, and take care of their children. as a resident of san francisco and a person who lives and works here, and who grew up here, we believe that job training for the needs of the residents here are key and critical. i would like to share some basic statistics with you about the federal funding that has been decreasing over the last few years at millions every year, a loss of over 20%. job training and placement programs need to be passed in every community, especially for the hardest to place. the majority of our clients do not have high-school diplomas. they are immigrants that do not speak english fluently. without these programs there is very little chance that our clients will get jobs, despite the improving economy. i urge the mayor and district
8:13 pm
supervisors to pay more attention to population needs for job readiness programs and to call upon all city officials and departments to work with the mayor and the board of supervisors to address this crisis of a lack of federal funds for our workforce programs and development in san francisco. thank you for your time and consideration. [applause] >> hello, distinguished guests. in the former president of the board of this telegraph hill neighborhood center. i am thrilled by this meeting and am delighted to welcome you here. our streets need to be shared between cars, pedestrians, and increasingly bicycles.
8:14 pm
we are hearing and seeing more and more complex between and among those users. i have no immediate solution, but i would urge within existing resources we need to do a lot more education and some more enforcement. this is a public health issue. this is a safety issue. this is, too often, however record, a matter of life and death. thank you. [applause] >> could we have paul and [unintelligible] marcia [unintelligible] gail [unintelligible] and bill [unintelligible] do you want to line up?
8:15 pm
>> hello, i live in district 2. my question regards muni service. first of all, surprisingly, i would like to compliment you. i have no complaints on the service. i use it quite often. my concern is the north south subway. i support the subway and i think it is time for people who live in those directions to have speedy transportation. my concern in question is -- the most congested section is between columbus and the beginning of the stockton tunnel. i have sat on buses for as long as 30 minutes to go those few blocks. my concern is that all of a sudden i noticed that the station that was supposed to be
8:16 pm
washington square is no longer advertised and i am wondering if that section will be included in the tunnel. is that a question that you could answer now? >> thank you. i am with the asset mta. the current plan for the central subway calls for the northernmost station to be on stockton at washington street, however there are potential possibilities for extending the subway through the north into washington square and even beyond, into north beach sunday. those will be studied further, but subject of course to available funding in the future. >> i understand the funding problems, but i would like you to consider these most congested sections. >> we are aware of that. in addition to the central
8:17 pm
subway service, we will also be beefing up the 47 and 35. >> good evening, mayor, supervisors. i am a resident of north beach and executive director of the community housing partnership. i am here to talk about two neighborhood issues that are not that connected. one is about transportation. as someone who commutes daily, those of us who work in the downtown street corridor had been saddened by a loss of bosses down columbus. it is a congested corridor of stockton street following the 45 and the 30. in the early hours of the
8:18 pm
morning, four or five buses are logjamed. the other thing i want to address is housing. many people touched on topics today. homelessness, housing for the work force. many of my friends and colleagues work here but find it hard to live here. there are two proposals coming before the board that could change that. i asked the you consider the deal as a pathway to housing obligation that could create more supportable and affordable housing in san francisco. the plan that they have proposed is not their full obligation. i urge you to reject 65 million and push for more in the housing trust fund. in a district that has a lot -- highest amount of renters, the
8:19 pm
last thing we need are condos priced at $2.4 million. the average household would need to earn $1.6 million to afford the lowest priced condo in this development. my friends who are bartenders, waitresses, cooks in restaurants, they need housing for their work force. i would ask the members of the board of supervisors and the mayor to look at these proposals and do what is best for the district. thank you. [applause] >> district 3, ernestine, bernard, and leona.
8:20 pm
>> hello, my name is marta. thank you for the opportunity to speak. i live in district 3. i want to know why the central freeway and subway stops -- stops at stockton in washington. it is crucial that it reaches at least north beach and, moreover, fisherman's wharf. these are very congested areas. it is a very gigantic project with an enormous amount of money invested in it. i know that it has been an enormous disruption to the city, to do that for seven blocks worth of line is almost a waste
8:21 pm
of money. i would like people to seriously consider extending it at least two north beach in washington square. thank you. >> good evening, mr. mayor, and everyone. my name is ernestine. district 3 and the financial district is the densest part of the city and needs attention. rec and park wastes lighting that does not work. this creates crime and does not serve the needs of the people. no. 2, the cut in rocks that are $40,000 and serve no purpose whatsoever. the muni is losing theirs. i am on the muni trying to check that. they have not enough
8:22 pm
enforcement. so, what where is the budget? we are not having money because it is wasted. poor kid should be helped, but not the rich. paying for the rich and the poor? that is the most ridiculous thing i have ever heard of. and the name needs to be restored to ferry park. when the peter pan to replace i recommended that they advertise it and this is a place that generates money for the whole city. that is the port, the financial was trick. the giants in "-- the giants in america's cup, and so forth. if we do not educate the people
8:23 pm
here, training them, we will not have an economy, which is important. my kids had to go to private school 25 years ago, and the situation is worse today. we have to outsource jobs to other countries, india, china, israel, which is unacceptable. we do not have family housing because where i live in the golden gateway center it is filled with corporations and hotels. where are the laws that prevent that? this was originally a project that said it was the middle class people, however they get around to passthroughs and electrical, anything. anything the land board wants, they pass through. electrical was supposed to be included?
8:24 pm
forget it. i learned that a contract is valid in business school, but it is not in this city. city fathers say it does not matter if you have a contract or not. muni, the number one thing i told them at the meeting when ed first came aboard, you have got to get rid of cars off the street. it is not a matter of lanes, it is a matter of cars. portland, oregon has it, and we are behind the wheel, asleep. that is the way to move. commissions, we have more than enough people on the commission. you want to cut that, mayor. instead of seven, it should be five. this is all in access and that is my best advice i can give you. thank you. -- access.
8:25 pm
this is the best advice -- excess. this is the best advice i can give you. [applause] >> good evening. to all of you department heads, i do not have many complaints because the neighborhood association, from pacific heights has come to address me on issues. i represent a neighborhood association. firstly, i would like to thank the police department for continuous patrols of our neighborhoods. we have about 1500 residents in the area with continuous police patrol. thank you to the fire department in your continue its maintenance around the neighborhood of the fire department's and accessories. " we would like to address is we have lost many from our neighborhoods because of housing.
8:26 pm
affordable housing is a main concern. when i moved into the neighborhood, our neighborhood was no different. affordable housing for families and seniors. two weeks ago i noticed that there were teenagers that could no longer afford to live in san francisco. with targets scheduled to move in the neighborhood, with planning and talking to targets we work with the city department to figure out what we would do with traffic congestion in the old corridor in the city center. that is something that we can work on as we move forward. these are things that we can work with the supervisor on, the
8:27 pm
police department, and fire department. thank you for convening a town hall. i think that they are great and i applaud the city leadership for doing this. thank you. [applause] >> my name is bernard. i have prepared a brief statement. the budget process that is taking place now is quite necessary, but not sufficient. as the mayor pointed out in his opening remarks, we are going to be faced, as the years,, with diminishing expectations from outside. local sustainability and self- reliance are going to be critical for our long-term survival. it is important that we not simply played the game of annual
8:28 pm
implementation and the fight of 4000 self interests. we need to determine what kind of this city we want to have in the future and what the absolute scale of the requirement would be to sustain that city without expectation in outside support. then making it clear that the citizens of this city have an obligation to see to it that the skeleton is sustained. anything else that comes on top of that should be viewed as gravy. but you cannot let the skeleton died. -- die. [applause] >> thank you all for your comments. although legislative aides who are here tonight --
8:29 pm
>> [inaudible] >> pardon me? >> ok, i did not receive anything. >> basically, ed lee, i love ed lee. sorry. it does, dear mr. mayor. my name is timothy edward doyle, social security number [unintelligible] in the ccap county adult limited assisted person recipient. my question is -- why has the fiscal figure not been tied to inflation or increased in the past 1
